বাড়ছে মানুষ গড়েছে বাড়ীঘর হ্রাস পাচ্ছে ফসলি জমি

ফি বছর অগাণিতক হারে বাড়ছে মানুষ, গড়তে হচ্ছে নতুন বাড়িঘর। অনিয়ন্ত্রিত জনবিষ্ফোরণে পরিকল্পপনাহীন রাস্তা, বাড়ীঘরসহ আবকাঠামো নির্মাণের ফলে ফসলি জমি দিনদিন হ্রাস পাচ্ছে। পটুয়াখালীর দশমিনা উপজেলায় আরও রয়েছে পূর্ব কূল ঘেঁষা বুড়াঁগৌরাঙ্গ ও তেঁতুলিয়া নদীর অব্যাহত ভাঙ্গন। প্রতি বছর বর্ষায় নদী ভাঙ্গনে স্থলভাগের মানচিত্র ছোট হয়ে আসছে। ফলে বর্ধিত আর ভাঙ্গনের শিকার জনগোষ্ঠীর জন্য খাদ্য, বস্ত্র, বাসস্থান, শিক্ষা ও চিকিৎসার মতো মৌলিক চাহিদা সংকট সৃষ্টি হচ্ছে। এর ফলে দরিদ্রসীমার নীচে বসবাসরত এ এলাকার বসতিরা নাগরিক সুবিধা ও উন্নত যোগাযোগ বঞ্চিত থাকছে। উপজেলা কৃষি ও ভূমি অফিস সূত্রে জানা যায়, ২০১০ সালের তথ্যানুযায়ী ৩৩ হাজার ৭২৫ হেক্টর আয়তনের উপজেলায় ২৫ হাজার ৭২৫ হেক্টর চাষাবাদ করা হয় এবং প্রায় ৮হাজার ৫০হেক্টর জমি বাড়ী, রাস্তা, পুকুরসহ অন্যান্য উন্নয়ন কাজে ব্যবহৃত হয়েছে। উপজেলা স্বাস্থ্য ও পরিসংখ্যান সূত্রে জানা যায়, ২০০১সালে প্রায় ১ লাখ ১৩ হাজার বসতির বিপরীতে রণগোপালদী ইউনিয়নে ৩হাজার ৮৬৪টি, আলীপুর ৩হাজার ৬৮৭টি, বেতাগী সানকিপুর ৩হজার ৫৫০টি, সদর দশমিনা ৪হাজার ৮১৫টি, বহরমপুর ৪হাজার ৫৮টি ও বাশঁবাড়ীয়া ৩হাজার ৮২৭টিসহ উপজেলায় ২৩হাজার ৮০১টি বাড়িতে বসতি দেখা গেছে। এছাড়াও বসবাসের জন্য তৈরী রণগোপালদী ইউনিয়নে ৫৩৮টি, আলীপুর ৬০১টি, বেতাগী সানকিপুর ৫৭০টি, সদর দশমিনা ৬৯১টি, বহরমপুর ৫৫৬টি ও বাশঁবাড়ীয়া ৬৬১টিসহ উপজেলায় মানবশূণ্য ৩ হাজার ৬১৭টি বাড়ি জরিপে উঠে আসে। ২০০৮সালে ওই জরিপে ১ লাখ ২৯হাজার ৬’শ বসতির জন্য শুধুমাত্র বসবাস করা বাড়ির সংখ্যা দাড়িয়েছে ২৯হাজার ২৩০টি। ইউনিয়ন পরিষদ ও স্বাস্থ্য কর্মীদের সর্বশেষ জরিপে জানা গেছে, বর্তমানে এ উপজেলায় ১লাখ ৪৩ হাজার ৪৩৪ জন নর-নারী রয়েছে। স্থানীয় জনপ্রতিনিধিরা জানান, প্রতি বছর শতাধিক নতুন বাড়ির নির্মাণ কাজ করে থাকে বসতিরা। প্রায় ২০ থেকে ৫০ শতাংশের নব্য বাড়ি নির্মাণের জন্য ফসলি জমি বেছে নিয়ে মাটির কাজ করে থাকে। পরে বিভিন্ন প্রজাতির ফলদ ও বনজ গাছের চারা রোপন কাজ করে ২/৩ বছরে ওই বাড়ি বসবাস উপযোগী করে তোলে মালিকরা।
অপরদিকে, সংশ্লিষ্ট দপ্তরে খোঁজ নিয়ে জানা গেছে, এ উপজেলায় নদী ভাঙ্গনে প্রতি বছর প্রায় ২’শ ৩০ একর উন্নত ফসলি জমি হাড়াচ্ছে ও ওই পরিমানের কম অনুর্বর জমি চরে জেগে উঠছে। নদীর অব্যাহত ভাঙ্গনে স্বাধীনতার ৪ দশকে বাড়িঘর, রাস্তাঘাট, শিক্ষা প্রতিষ্ঠান, মসজিদ, মন্দির হারিয়ে ও প্রায় ৫০ হাজার নিঃস্ব মানুষ হয়ে অর্থনৈতিক উন্নয়ন বাধাগ্রস্থ করছে।  উপকূলীয় এ উপজেলায় জলবায়ু পরিবর্তনের সাথে অভিযোজন করতে কাজ করে আসা জিবিএসএস’র প্রকল্প সমন্বয়কারী মোঃ নুরুন্নবী খান বলেন, এখানে অনিয়ন্ত্রিত জনসংখ্যা বৃদ্ধির ফলে বাড়িঘর, অবকাঠামো নির্মাণ ও ফসলি জমি হ্রাস পাওয়ায় জলবায়ুর ক্ষতিকর পরিবর্তনে অভিযোজন ঘটাতে অন্তরায়। জনসংখ্যা হ্রাসনীতি ও পরিকল্পিত অবকাঠামো উন্নয়ন হলে; বিপদাপন্নতা উত্তরণে সহায়ক হবে। এছাড়াও বাড়ি ঘর নির্মাণে পতিত জমি বেছে নেয়াই শ্রেয়। এ বিষয় উপজেলা নির্বাহী অফিসার কাজী মোঃ তোফায়েল হোসেন জানায়, উপজেলার উন্নয়নে প্রায় ৪ হাজার কোটি টাকা ব্যয়ে তেঁতুলিয়া নদীতে জেগে ওঠা চরে দেশের বৃহত্তম বীজাগার নির্মাণের কাজ সরকার হাতে নিয়েছেন। এতে আর্থিক উন্নয়নসহ পরিকল্পিত পরিবার গড়ায় ভূমিকা রাখবে।
